When I make my boots I use some boots which are in HQ bins, so I have standard 1024x512 textures. Anyway it's easier on that way to make better boots. If you only want to change size of some 512x256 or other size to HQ (HD) it will cause loosing quality of textures, and it wont look like some other HD boots.

So anyway if you want some HD boots, you can find out HD bootpacks on other PES webs or this one.
