这样的球没出界吗？

上图，这个球还是可以继续下底传中。难道这样不算出界？

FIFA规则的原文，我是没看到一点提示只要2/3过线就是出界或进球的，我还担心近年新规改变了，但是我发现原来是有些人不懂装懂……
裁判就一定正确？裁判还要学习国际足联相关规则呢。
