不是胜负关系可以解决的了，世界杯也曾出现过抽签决定出线权的。

比如90年的荷兰，是抽出小组的……

欧洲国家杯曾抽出冠军……

如果仍然相同则
d 相互比赛得分高  相同则
e相互净胜球多 相同则
f  相互进球多 相同则
g 抽签。

如果他们相互的进球关系都一样的话，终极大招，抽签决定。甚至抛硬币都有可能。
